I see that you yourself have a URL/Permalink input field to send mentions, mine is the same. And it is only for the ones who haven't automated sending them in their site building pipeline.
It is only there as an option. In case the automation fails or is not set up.

Sorry — that one’s on me. I’d been reading Joel’s post “Webmentions but manual (for Jekyll)” and then jumped over to your reply at https://scientiac.space/blog/webmentions/, and I basically crossed the wires in my head. Apologies for the mix-up.
I’m on WordPress with the full IndieWeb plugin stack, so sending/receiving Webmentions is mostly automatic on my end, but not everyone has Webmentions wired up, which is why I keep the “URL/Permalink of your article” field around as a manual fallback.
